Local Project Manager for “Reform of Mental Health Services in Moldova” Project

Reports to: Project Leader of the Reform of Mental Health Services in Moldova.
Within the framework of international cooperation, the Swiss Agency for Development and Cooperation has contracted the Consortium led by the Trimbos Institute, the Netherlands Institute of Mental Health and Addiction, to carry out the project: ‘Reform of Mental Health Services in Moldova’ (2014-2017). The overall objective of the project is that mental health system reform is initiated nationwide with a revised legal and regulatory framework and financial mechanisms, and built on the model of community-based mental health services which is developed, tested and implemented in 4 districts. The overall envisaged impact of this project is the improvement of well being of mental health service users through access to effective mental health services at the community level, closer to their homes. The project will pursue three primary outcomes: access to community-based services (primary care, community-based care, acute inpatient mental health services in district hospitals), intersectoral cooperation to facilitate integrated care and support implementation of the new model of community-based care, and advocacy and awareness-raising.
The incumbent will be employed by the Instituția Privată “TRIMBOS Moldova/Private Institute Moldova, which has been set up as non-profit organization by the Trimbos Institute for implementation of this project. The personnel structure of this institute consists of 2 senior advisors (part-time), 1 health financing advisor (part-time), 1 Communication Advisor (part time), 1 accountant, 1 office assistant, 1 translator and 1 driver/logistics assistant.
Requirements
Education: University degree in management and administration, law or social sciences; higher education (preferably at masters level) in management.
Experience: minimum 7-10 years in management and project coordination.
Skills and competencies:
- Track record of excellent management and coordination skills, and demonstrated ability to coordinate work of teams and manage staff;
- Ability to take decisions and assume responsibility confidently;
- Openness to flexible ways of working and supervising;
- Ability to work effectively with partners and engage with a wide range of stakeholders at various hierarchical levels;
- Demonstrated ability to do financial management and oversee financial implementation of projects;
- Sound understanding of public policy work preferably in the field of health;
- Excellent organization skills;
- Ability to meet deadlines and deliver high quality work in an efficient manner;
- Excellent communication skills;
- Networking skills;
- Team spirit
Language skills: Demonstrated fluency (written, spoken, comprehension) in Romanian and English is required. Russian fluency will be considered an asset.
IT skills: MS Office, Outlook, other as relevant.
KEY RESPONSIBILITIES
Under the supervision of the project leader, and in coordination with the Consortium team the incumbent will:
Management responsibilities:
- Manage the day-to-day activity of the Private Institute Trimbos Moldova (referred to as the Institute from here onwards) and ensures the observance of the resolutions and decisions issued by the Meeting of Founders (Sole Founder) and the Board of the Institute;
- Enter and sign agreements and other acts on behalf of the Institute, according to the applicable Moldovan law;
- Prepares the Quarterly Progress Reports, the Annual reports and other reports, as needed, and submits them to the Board of the Institute within set deadlines;
- Provides on an ongoing basis information regarding the implementation of the project to the Board of the Institute;
- Supervision of the accountant, office assistant, translator and driver/logistics assistant, and co-supervision (with the project leader) of the 4 advisors.
- Carries out the performance assessment of the Institute’s staff which are supervised by the incumbent and contributes to the performance assessment of the Institute’s staff which are co-supervised by the incumbent and the project leader;
- Organizes the personal development activities of the Institute’s staff.
Project-specific responsibilities:
- Based on agreement with the project leader and delegates, ensures good communication with SDC Moldova, with relevant public authorities at national and regional level (Ministry of Health, local authorities, mental health service providers, etc.) and other relevant national and international key stakeholders in Moldova and ensures smooth partnership work;
- Based on agreement with the project leader and delegates, represents the project in meetings with the donor, with the Ministry of Health and with other key partners in the project;
- Reviews on an ongoing basis the circumstances at local level and provides project leader and Consortium team timely information about any changes that could impact on the implementation of the project;
- Sets up an effective system for organizing and archiving the project documents;
- Ensures the gender dimension throughout the implementation of the project.
