18 Decembrie 2008 — Technical Assistance accompanying ENPI 2007 Social Sector Budget Support European Management Solutions is currently identifying experts for the long term EC Project: “Technical Assistance accompanying ENPI 2007 Social Sector Budget Support”. Here are the profiles required. Key expert 2: Social Sector Economist (minimum input 18 months) Qualifications and skills • University degree in economics • Degree of postgraduate studies in a relevant field is an asset General professional experience • Minimum 15 years of professional experience, of which approx. 50% should be in the field of development and 50% in the field of social assistance reforms (social sector economics, targeted means-based social assistance, social funds, social benefits) Specific professional experience • Extensive knowledge of the latest developments in means-based social assistance, ideally in transition from nominative compensations to means-based social assistance, • Experience in social sector budgeting and finance; elaboration, implementation and monitoring of social sector policies; development of social assistance legal framework for social assistance; social sector databases and statistics • Knowledge and experience with EC budget support programmes • Experience in accompanying reforms in a development/external assistance context • Fluency in English, knowledge of state language of Moldova or Russian is an asset Key expert 3: Public procurement specialist (minimum input 10 months) Qualifications and skills • University degree in economics / management • Degree of postgraduate studies in a relevant field is an asset General professional experience • Minimum 10 years of professional experience, of which approx. 50% should be in the field of development and 50% in the field of public procurement Specific professional experience • Extensive knowledge of the latest developments in public procurement, online procurement, e-procurement • Extensive knowledge of issues related to public revenues composition; management of public procurement; involvement of stakeholders into public procurement process; development of public procurement strategies • Experience in accompanying reforms in a development/external assistance context • Fluency in English, knowledge of state language of Moldova or Russian is an asset Key expert 4: Public administration reform (minimum input 10 months) Qualifications and skills • University degree in public policy / public administration • Degree of postgraduate studies in a relevant field is an asset General professional experience • Minimum 10 years of professional experience of which approx. 50% should be in the field of development and 50% in the field of public policy / public administration Specific professional experience • Extensive knowledge and experience in central public administration reform, particularly in relation to work remuneration and public finance • Extensive knowledge in evaluation of public services in their association with public expenditures; optimisation of the public administration structures • Experience in accompanying reforms in a development/external assistance context • Fluency in English, knowledge of state language of Moldova or Russian is an asset Thank you for your consideration.
