Swiss Cooperation Office in the Republic of Moldova is seeking a National Programme Officer Migration & Development
18 Decembrie 2012 — The 2010-2013 SDC Cooperation Strategy for Moldova is focused on two main areas of intervention: Heath and Water & Sanitation. The next Cooperation Strategy for 2014-2017 will include a third domain related to Migration & Development. The National Programme Officer – Migration & Development (NPO M&D) will be responsible for the development and overall coordination of the new domain in line with SDC principles, standards and approaches.

The main duties of the NPO M&D will include:
• Develop and coordinate the new domain related to Migration & Development for the 2014-2017 SDC Country Strategy for Moldova, ensuring that SDC contributions bring clear added value in the sector
• Monitor, assess, summarise and report the information about the needs and the top priorities, the reforms, progresses and main gaps, as well as interventions of other donors and international organizations in the area of M&D in Moldova
• Ensure the overall coordination, supervision and monitoring of projects under the M&D domain of the SDC Country Strategy, so that program deliverables and goals are met in compliance with SDC requirements
• Assist in SDC’s policy dialogue with various stakeholders in the area of M&D
• Participate and represent SDC in relevant sector technical working groups and coordination meetings.

Qualifications required:
• Advanced university degree in Social, Political or Economic Sciences, International Affairs, Human Rights, Development or other relevant field;
• Good knowledge and understanding of Migration & Development issues, related existing legal framework, national and international development policies and development assistance;
• Minimum 5 years progressively responsible professional experience at national and / or international level in planning, managing, monitoring and evaluating programmes related to Migration & Development or other relevant fields;
• Excellent interpersonal, communication and networking skills, capacity to work both in team and independently;
• Excellent organizational skills and ability to work in a multi-cultural and multi-disciplinary environment;
• Proven writing and analytical skills;
• Good understanding of gender-related issues, capacity to promote gender equality perspectives;
• Commitment to SDC vision, priorities and strategic direction;
• Fluency in English, Romanian and Russian (German or French an asset).
